Can you clarify whether the Data Sources you are setting to "Never" update have ever completed an initial scan?
Once a scan is complete, the never setting should stick. However, if an initial scan has never completed, then X1 will attempt to finish it on startup, regardless of what setting you have used. The idea is that this setting is meant to be the behavior after the initial scan is complete.
If you have definitely completed a scan and experience this, then there may be a bug, however we cannot reproduce it internally.
