PST files are a strange file type. Any time you access a PST file, whether from Outlook or X1, the date modified date is updated. This is true even if you make no changes.
Unfortunately this is a limitation of PST files.

As far as re-indexing... If you have a PST file added to Outlook or to X1 directly, the only way to prevent us from checking the file for changes is to disable incremental indexing, which is generally not a workable solution.
We'll take this as a feature request.
